Subsidized Internet Program Missing link for application - FRII

Is FRII no longer in the Subsidized Internet Program? They told me to apply, and sent me a link:

https://www.larimer.org/broadband/subsidized-internet-program/apply

That link only sends me to a sign in to a "My Account" page:
If I try to create an account, I get an error page:

https://www.larimer.gov/user/register

ERROR  The website encountered an unexpected error. Please try again later.

There is no link for FRII on the page listing links for the Larimer Subsidized Internet Programs:

https://www.larimer.gov/broadband/subsidized-internet-program

The link provided by FRII is outdated. The application form has been disabled. I'm seeking additional information about why the form was disabled and will share when I find out.

I have been waiting for an answer for 3 months now. Can't you find out if it is a website link problem, or if FRII is no longer in the Subsidized Internet Program? I would like to get Internet Service. I live in the Devil's backbone area and I believe that FRII was the only ISP in the program with service out here. Do you know of any other?
