Vehicle Licensing wait times page - No Chat option

I have Vehicle Licensing wait times page open (in Chrome & IE) and I do not see the 'Chat window'.  Is it missing?  Or, am I not seeing it?

Good morning Karen,

It is indeed an option on all the vehicle licensing pages, but only appears when a tech is available to answer the call (ie. when a tech logs into chat, the chat option appears).
